What Justification is

A contractor's Schedule of Work comes with his rates, and the JE has to say if those rates are justified. In Justification, AI reads the schedule, every item is worked out again from the Delhi Analysis of Rates 2023 at the market rates you type, and you see which rates are outside your limit.

Checked against RateAnalyser on 18 October 2026

Justification is for the JE, AE or EE who has to check the rates of a tender. RateAnalyser does the sums and shows every step of them, and the decision on each item stays with you.

The 6 steps

  1. Upload the Schedule of Work. Choose the PDF or the photos of the contractor's schedule, and the award letter if you have it, and press Read with AI. Upload the Schedule of Work
  2. Check the rows. AI reads every row, and you check them against your paper before you press Make justification. Check the rows
  3. Enter market rates. Type today's rate for cement, sand, labour and the rest in the yellow boxes, and every item that uses a rate is worked out again. Enter market rates
  4. Read the justification. See the justified rate beside the contractor's rate for every item, and which items are outside your limit. Read the justification
  5. Decide each item. Open an item, see how much profit and overheads the contractor's rate leaves, and mark it Justified or Not justified with a remark. Decide each item
  6. Download the JOR PDF. The paper you check and sign, with the excel on the side. The JOR PDF
The Justification page with a list of justifications, each with its name of work, the number of items, the quoted percentage, how many items are outside the limit and how many are still to decide
The Justification page, with a sample schedule made up for this guide. The Delhi Analysis of Rates 2023 and the Delhi Schedule of Rates 2023 are published by CPWD, and the copyright in them belongs to CPWD.

What you need

Every mobile number can make up to 3 justifications free, see Your free justifications. To check more schedules you need a pass, see Pass prices, and each schedule uses AI readings, see AI readings.

Things to know

  • AI only reads what is printed on your paper, and it never sets a rate. The justified rate comes from the book and from the market rates you typed, so check the rows AI read, and check the justification before you put it on file.
  • It works when the contractor quoted one percentage above or below the whole estimate, and when he wrote a rate for each item.
  • An item that has no analysis in the book, such as an approved item or a market item, has no justified rate until you type one, and it is left out of the totals till then.
  • Your justifications are private to your account, and you can delete one at the foot of its page.
  • The book belongs to CPWD and RateAnalyser is not connected with CPWD. The justification is made by RateAnalyser from the book and from your figures, so check it against the published book before you use it.

The Delhi Analysis of Rates 2023 is published by the Central Public Works Department, Government of India, and the copyright in it belongs to CPWD. Always check against the published book before you use a rate in a bill.
