The JOR PDF: Justification of Rates

The PDF is the paper you take to your AE and EE. It starts with the JOR sheet, which has the Justification of rates figure and the lines for the JE, the AE and the EE to sign, then the rate list, then one A4 page for the working of every item.

Checked against RateAnalyser on 18 October 2026

JOR means Justification of Rates. RateAnalyser makes the paper from the same figures as the screen and the excel, and AI makes no figure in it. You check it and sign it as your own.

How to download it

  1. Open the justification. In the box Office, printed on top of the PDF, write the lines of your office, one on each line. If AI read your award letter, they are filled in already, so change them if your office writes them another way.
  2. Press Download PDF. While the file is made, the button says Making your PDF, and your last change is saved first so the PDF has it.
  3. Your browser saves a file named Justification and the name of your work.
  4. Read the JOR sheet against the screen, then print it and sign it.
The JOR sheet of the PDF with the office lines on top, the heading JUSTIFICATION OF RATES, the name of work, the table of items with the analysed rate and the justified amount, the Justification of rates line, the contractor's quote, and the three sign lines
The JOR sheet of a made up schedule. The Delhi Analysis of Rates 2023 and the Delhi Schedule of Rates 2023 are published by CPWD, and the copyright in them belongs to CPWD.

What is in the PDF

PartWhat it has
The JOR sheetYour office lines, the heading JUSTIFICATION OF RATES, the name of work and the tender number, every row of the schedule with its analysed rate and amount, the totals, the Justification of rates line, notes, the contractor's quote, and the sign lines for the Junior Engineer, the Assistant Engineer and the Executive Engineer.
The rate listEvery material, labour and machine rate, the DAR 2023 rate beside the rate used. Your market rates are in bold.
The rate analysesOne A4 page for every S.No., never two items on one page, with the items it is built from under it.
The last pageThe note that the book is published by CPWD.

Every page has a foot that names CPWD as the owner of the books and says that RateAnalyser is not connected with CPWD, with the page number. Under the sign lines the JOR sheet says on which day it was made.

Things to know

  • For a tender with one percentage, the JOR sheet shows the estimated amount and the justified amount, and the one percentage for the whole tender. For a tender with a rate for each item, it sets the contractor's rate against the analysed rate item by item.
  • A justified rate that you typed by hand is marked with a star on the JOR sheet, with a note that it is not worked out from the book.
  • If you changed water, GST, CPOH or cess, a note on the sheet says so, so the paper can be worked again by anybody.
  • Your decisions and remarks are in the excel, and the PDF does not have them.
  • The PDF and the excel share your daily limit of files, see Daily limits. A long schedule takes longer, because every item has its own page.
  • The paper is made by RateAnalyser. The book belongs to CPWD, and RateAnalyser is not connected with CPWD.
